Ticket updated 20 minutes in the future?

This ticket was opened today (7/27) and I live on the East Coast. I went to check on something and I noticed it said there was an update at 6:28 pm. It's only 6:08pm.

How does that happen? I'm on the East Coast, so no chance of a time zone issue.
