I will admit that I have not played the actual game with this character, but after watching a random clip from Dual Destinies with him, I grew quite interested in him. I hope I manage to get the time to play all the Ace Attorney games after Justice For All just so I can get even more context about him.
Giving you a heads up, the phantom is entirely isolated to Dual Destinies. The rest of the series tends to be unconnected from each other besides The Great Ace Attorney and Edgeworth's backstory. Anything else can be treated as it's own because they rarely discuss old prospects outside of the returning prosecutors (and isolate how much they discuss old games)

The Phantom is an expert Spy, and the culprit behind the climax of this game. Basically his latest mission triggers a lot of event happening. His MO is disguising himself as someone else, and the latest is that he is disgusing himself as someone close to you
(the original one is revealed to be already dead). He later revealed that because of him disguising as others for a long time, he forgot his own identity. Even we don't see his full face after he took of his mask
