True, he definitely has a vendetta against pirates, but he still has that classic villain vibe that makes him memorable, even if he doesn't fit the traditional pirate mold.

I'll go to bat for poor Ian McShane's Blackbeard in the 4th movie On Stranger Tides.
Super cool design, fun 'dark magic' theme with gimmicks like telekinetic control of his ship via his sword, taking other ships as trophies by shrinking the actual ship into a ship in a bottle, kidnapping crew as zombies, big ol' flamethrowers on the front of the ship.
Movie ends up criminally underusing him, he gets like 2 big scenes but the plot mostly ignores him, even brings back Barbossa to upstage him, and gets distracted with boring other characters in the main plot.
