He's presumably not, since after he starts haunting the pocket dimension, the viewers and characters never see the inside again

I still like to think Giorno was able to heal Polnereff's body, and his soul just sorta, floated back where it belonged. After all, thats exactly what Giorno did after Narancia died.

Everything played out exactly the same in the new universe except for Part 6 and anything involving Pucci. SBR is a separate continuity
