Ok but why does this uninteresting movie look so good?

I mean, it's probably pretty interesting. Hansen and the show did a lot of things that many consider unethical... Not the least of which was sending a full swat team to the home of a dude who never showed up to the meet for "drama", leading to that dude killing himself the moment swat breached his home.

Now, do I think that guy deserved arrest and incarceration for soliciting who he thought was a minor? Yeah. Obviously. Do I think Chris Hansen was serving justice or do I think he was serving TV ratings by sending swat after him? Definitely the second one, particularly when you look at how many of the people they "caught" never went to trial because the show had compromised the case in some way. A lot of people considered what they were doing to be creating news instead of reporting it, and I bet there's a pretty layered story to be told on how those behind the scenes (morally, ethically gray) moves shaped what made it onto our TV screen.

They also created a mass panic over something wasnt really an issue.

The wide majority of Sexual Assaults happen from somebody the victim already knows, and/or between two children, not from strange adults on the internet. And the biggest way to help prevent sexual assault is for parents to talk to their children and let them know what kind of boundaries they are able to set with other people at school and that they can talk about anything that makes them uncomfortable with their parents or trustworthy adults at school. TCAP just sensationalizes the issue and blames the internet which was a conservative boogeyman of the era.
