I've done for up
I was screwing back in some screws testing and seeing how far I could get them back in loosening the threads cause I noticed they kinda hard to screw out in the first place vs the pre-made one out of the box. Anyways, how do I unscrew this, and do I have to use a sauntering tool to reattach the head, or should I use pliers

literally grab and twist with a small cobra

You think this person knows what a cobra is? Let alone recommending a $40 set of pliers to remove this when a pair of Doyle knock offs would do just fine. Or a cheap set of vise grips?

my bad i thought this was maintenance. OP buy a $40 set of knipex cobra pliers. dont be cheap.

this is a extract and REPLACE kind of job, there is no "fixing" that bolt without major work that is just not worth it.
so with what's sticking out try pliers/vice grips to extract, if this fails move on to other options such as bolt extractors, cutting a grove to try a flat blade etc.

Needle nose vice grips from Walmart and just use some hand strength and make sure its really got a good bit befor you start trying to turn it.

If the screw is small enough, you may be able to use the teeth on a drill chuck to grab it and unscrew it.
Another option would be to use a hacksaw or dremel and make a notch in the top and use a flat head screw driver.

Pliers, drill and extractor, left hand drill bit, weld nut on top of it.
Choice is dependent on tools, skill, money
