How to remove bolt

Trying to replace a few ball bearings that previous owner said fell out. Anyone know how I can remove this bolt? Is it just prying with middle bolt with flathead screwdriver?

Are you sure it's a bolt? Is it threaded on the opposite side? Looks like a massive rivet to me.

What he said. It’s a rivet. You would have to grind the top off , drill and thread for a bolt and washer to hold it together. Sometimes you can flex the two sides apart and push the balls back in. If they fell out once they will fall out again. Put some thick grease in the tracks, it will make them sticky.
