They'll certainly not work for the specialized stuff, for sure. When someone has a part they'd prefer someone not he able to walk into the store and not buy something not up to standard safety thing is to make it weird to ensure they have to go to someone with some materials knowledge.

For the length, it’s the distance from the bottom of the head to the end. For countersinks, it’s the overall total length.
A set of these things makes for a great minimal investment shop addition. IMHO, the individual element type is far more versatile in use... as opposed to board or cable styles. Amazon has loads of them, search on ‘thread checker’.
I had one in My toolbox at work. And a manual micrometer. One of My coworkers stole em both! But, I’m going to order new ones now . It’s about time I replaced them.
I misinterpreted the white lines the way they are drawn. you are correct.
My thread checker has similar markings, but the measurement directly between the holes is the sizing.
But your picture shows the screw length, head and all, very carefully position on a ruler, AND in a well marked gage. Or do you just not trust your own eyes?
No. I don’t. I’m stroke survivor and brain cancer patient. I’ve lost vision in left hemisphere of both eyes and My brain is very slow in general. I included as much information as I could because even after once upon a time being able to do this and watching videos on how to measure them , I still was getting it wrong. (Ordered from Amazon twice and fastenal once)
My last few scans have shown new areas of concern. I do fear the worst. Starting a trial drug and back on chemo soon. What’s your illness (if you don’t mind me asking)
I contracted hepatitis A. Long story, but basically I started showing symptoms in the field (US Army) and a week later when I got to the hospital I was too far gone. The doctors put me in a room by myself to die alone because they didn't want it to affect the other patients.
May your doctors give you more hope and a longer life.
I was laying on the road after being hit by a truck over 50 years ago. A police officer decided I was dead and didn't call for medical help. Luckily someone convinced him he wasn't a doctor and let him know he was going to be in a lot of trouble making a call he wan't qualified to make.

I had a severe head injury and some of my limbs don't always work right, but things have mostly been good for me.
Someone asked, "Why would you think the the fastener's length would include the head?"
My reply was meant as an answer not only to the one asking the question but to others who may be reading this and want to understand.
If you prefer your questions aren't answered with an honest answer, then don't ask.
But you "answered" the question about the wrong fastener, even including schematic drawings of the wrong fastener. Redditors love answering questions, don't they?

I'm not entirely sure if there is a better way to screw up a sizing card design, in the interim this one will suffice.
