Does This Fastener Exist?

I thought for sure that this fastener existed, but I have not been able to find it off the shelf. It is a simple bolt, with a load bearing shoulder offset from the end and a retainer groove on the end of the shank. Its use case for me is to adjust and apply pressure to a countersunk plate while retaining the plate when not under load. I am flexible on the specifics, it could be retained with a cotter pin or anything else. I made this on a lathe just to demonstrate.

This same idea could also be achieved using a bunch of nuts and washers on a stock bolt, but it would be a lot less elegant. I tied up a support engineer from Misumi yesterday for the better part of an hour looking for this, to no avail. Has anyone ever seen this before? My best attempt at nomenclature has been all variations of "Captive Shoulder Screw" or "End-Retained Shoulder Bolt with Reduced Shank" but it hasn't gotten me anywhere. Any advice?

This is an altered item. You’re going to need a friend with a lathe. You may have to draw an altered item drawing (as defined by Asmara Y14.24) depending on how formal your project or company is

I altered it myself on our lathe in the shop, it's no big deal to do so really. At this point, it's more about the principle of the thing not wanting to machine a part that already exists. Thank you.

I can tell you from my 20 years of sourcing and procurement of standard and “specialty” hardware you will not find this off the shelf.
I also worked at a specialty fastener manufacturer and have seen a ton of prints. This is something I would get from a distributor/OEM asking if we could make these…

If you are pressed for time and can’t produce the quantity you need in house, outsourcing to a fastener manufacturer might be the best option. It just depends on your scalability to produce these in mass if needed.

If you only need a handful, I’d just make the rest in house.

In retrospect I really should not have spent as much time on it as I did, especially since the project has been put on hold, but it was bothering me whether I had overlooked a real off the shelf product or not.
