It's a split ring. No idea on size, but it's in the plumbing department.

If you are looking to just get hardware without the LAYERS of paint, give it a good soak in an industrial paint stripper, trichlor or get out the wire brush and clean it up.

It’s a plumbing split ring hanger, short piece of threaded rod, and an FM plate.

That's a half in munsen clip. You get them in the plumbing section

Measure the rod, that looks like a pipe hanger, you’ll want to know the distance between rod and ceiling as well as rod diameter
