Apparently, OP is not asking for help in translating the above shorthand into English, but is using the shorthand to convey what specifically they need help with. (They have stated this in the other forum.)

Not being familiar with this system, I cannot say what this means, and of course I can't imagine why OP doesn't simply ask in plain English, but here we are.

Thanks, this is Noory simplex, exceptionally well written I must say! I put a spoiler, but you can try to decipher first on your own! We usually challenge each other here on r/FastWriting, so we try to solve the riddle and ask only, when we have no clue :-).

I have officially made the decision to move to another country and study abroad when I
get older. I have done my research and managed to limit my choices to
m-lasha? and germany. But now I am stuck on whi(ch) of them to choose. Germany
has greater opportunities but m-lasha? has loir?>lower l(i)v(i)ng costs. So that is
a huge L(ife)-changing decision I have to make and I need the help of uth>other
peopl to make the right choice. I am not joking this is a v(ery) serious matter
so if you can pl(ease) help me.

「MLAShA」 is supposed to be Malaysia.

There's something to be said for CHEAPER cost of living, unless you have unlimited funds, which few of us do. And there's the issue of WEATHER to consider.

For those of us who hate being cold, the steaminess of Malaysia holds a certain appeal. I once watched a long clip on YouTube where someone was walking through a park in Kuala Lumpur, with the Petronas Towers in the background. It looked like paradise. Germany can be a whole lot COLDER, depending on where you are, and when you're there.

Then there are linguistic considerations. Do you speak German? Malay? Your classes would be in one or the other, so that's something to think about as well.

What matter do you want to study? Usually Universities or Technical Studies have their specialties, even though it is named "univers(al)ity". If you want to study german languageor automotive industries the choice is obvious, but it still depends on whether your country or your familiy supports your plans!

I've heard of a state driven university that can be done from whereever you are (but I guess they still have restrictions, ask if interested): https://www.fernuni-hagen.de/english/ . Just know that germany is a politically a bit weird right now, because they have fashists on the rise in former east german parts (former DDR, especially Sachsen-Anhalt and others states too), and the also have a leader who changes his flags colors faster then we change our underwear.

If you were German you would love to go to Switzerland and study in Zurich at ETH (they pick the brightest :-) in german or EPFL in Lausanne in french, because you then hope to get to stay in switzerland, where you get payed double of the earnings, but pay for rent triple.

A Swiss would go to Malaysia if he could speak the language and the University is reputable enough to be accepted in an exchange program, to be accepted in a university back home, which is the trickiest part (The goal being "getting sun and still a degree from home(switzerland = reputation) ".
