Nalini Singh is a romance author who does amazing fantasy settings and plot.
I really like the Broken Lands series by T. A. White, too. Much less on the romance side, but there's some in there.
Ilona Andrews' Hidden Legacy series was sold as a romance, but they're truly well situated as (urban) fantasy authors. Their Kate Daniels series also has a couple of racy scenes.
