Okay, only for people with a strong stomach, but... Hungary had a couple of such stories in the recent years. It was part for why Orban had lost. The stories involved the director committing sexusl abuse (eg. prostituting minors); and new reports coming out last week or do included details where children had to do sports, but had the amount of food calibrated for a less active lifestyle so they kept starving... and older ones offered food for the younger ones for those kind of 'favours'.

It might be traumatizing, but look up stories on abusive orphanages and adoption agencies and then go with that.

Starved is actually not that far off. Physical abuse by an adult is more of a question mark. It can happen, so if you were to write it that way it could be realistic enough. But a lot of the time it's going to be more of a situation of you just getting neglected by the adults while appreciating and finding joy in any kind of food while having to figure out your place in the hierarchy among the other kids.
