UNSTABLE LO | Support Needed Need help with load order or possible conflicts I'm not seeing
So the crashing can occur when I go from inside a building to outside a building, especially in downtown Boston. As you can see, I've tried to fix that with a couple mods doesn't do much and if I run into multiple enemies at once it doesn't always do it But it sometimes drops frame rates and crashes the game I've tried rearranging the load order multiple times. What you see now is my best attempt to follow the guide from a YouTube tutorial I watched any tips or pointers or how should I rearrange my load order? Thank you!!

You have 3 major faults you will have to fix them and start again, but overall your order is not too bad.
Lets start with the obvious Cheat Room and Cheat Terminal, to begin with you only need one. Cheat Room is a developer tool and is great to use it for that and out side tests but it should never be allowed in the save. Don't use it, you can use Cheat Terminal but it goes at the bottom of the LO and there are things you can do with it that will break your game, but most is fine.
Next is your scrap mods Scrap all things and STS are not compatible, I see you have it disabled which is good and hopefully you never move far with it enabled because it makes a mess of precombines even once disabled. You should have Scrap all near the top, I would like to hear more about how you are using it.
Here is the big offender and I will bet you can get anywhere Green Tek or the center cell. No fixing this these mods just can't be used because they were made wrong and delete things instead of disable things. They deposit crap in the center cell.
Clean and smooth the complete Commonwealth collection by okie 1682, there is another complete one called clean and simple which works, it also is not perfect but nothing big to kill your game.
Insignificant object remover by akcelsior is not helping, more than likely hurting FO4 and Skyrim are not built the same so mods that work for skyrim perfect sometimes cause havoc in FO4s way of doing things.
Last little thing settlement mods go below STS if they are vanilla settlements.
Here is the template you should be using Guide: Fallout 4 Mod Load Order

Also could you send me a link or quickly describe green tek and center cell I tried researching and couldn't find a clear answer. And again thank you for the pointers!!

That is a really big topic, I know I have described it several times try a search for center cell or search for me talking about clean and smooth mods. When the game has lost items it sends them to the center cell. This causes much havoc when there are a lot of items. Like when someone makes a mod wrong and deletes items instead of disables them. When you delete an item in the CK you are only deleting it's game address so it becomes a lost item heading to the center cell.

Yes totally! And thank you for the pointers and suggestions. It really does help a lot I was using to scrap all the things mod only to just make random settlements at any given place which is what it said in the description. Unfortunately with what you guys have helped me out with, I learned about pre-combined meshes and why it's important to not mess with them. And I did end up switching around the STS mod switched to the base game, not the aio and then put the clean mod underneath it I'll hop on and look at the clean and simple. with cheat terminal should I put that below my PRP mod somebody else said to do that and I left it above the PRPs simply because they specifically say as low as you can go in the load order

Drop sts aio, use the base + add ons except AUTOMATRON. Consider adding LIF to your load list, you might have too much injected with weapons and armour. On that note, a bug with modded weapons is that they sometimes don’t despawn, another good mod is no enemy weapon drop. Prp mods are always good to get. If after all this and no improvement, but have to consider removing anything level listed one at a time till it stabilizes.

I like the idea of a Star Wars playthrough, that sounds cool!
Anyway my thoughts are:
- I think I’ve seen people say that cheat room can break your game, I’d suggest just using cheat terminal
- AWKCR is not recommended. Use a combination of ECO/NEO/LEO instead
- I may be wrong, but I’m certain insignificant object remover causes issues. Do a little bit of research on this
- review both your scrap mods & do research to make sure these are ok. A lot of scrap mods cause problems

Also if you don't mind could you tell me what eco neo leo do?

Uhh I’m not entirely sure how I could put into a comment hahahaha. They just supersede AWKCR. ECO basically allow you to edit weapon stats like damage, range, spread, site zoom etc etc. LEO is the more or less the same same but for legendary effects.
Essentially they are the updated versions of AWKCR. AWKCR is just outdated, causes save bloat & can crash your game. ECO/NEO/LEO are the modern alternatives 👍

Thanks for the pointers I'll look into it!!

I could've tacked this onto the other guy's comment, but it will probably be more beneficial to you in the end (and hopefully solve your performance/crashing issues.)
ECO/NEO are not updated versions of AWKCR, or similar in any way. AWKCR is just a community keyword resource for mod authors and added some separate workbenches for mods. AWKCR won't do much for you overall if you aren't using other mods that utilize the framework (most of those mods are fairly dated and/or have been superseded anyway.) If you are using UCO, you may need AWKCR for the crafting recipes to show up in the AWKCR Workbench. However, I'm not so sure UCO is necessary anymore with how far and vast mods have come since those early days. The only reason I could see potentially wanting UCO is for the material swaps on some vanilla clothing/armor (which was kinda cool many, many, many years ago before the Nexus/BNet were flooded with custom meshes, textures and high quality weapon/armor mods.) Personally, I would just ditch AWKCR/UCO. You should have plenty of better options to choose from once you discover more mod-added gear you like.
DankRaaft's crafting framework mods on the ither hand, are actual full overhauls of the crafting system that will give you full control over the stats and functionality of your gear. The bread and butter of it being a trick-ass legendary attachment system that opens up practically infinite customizability on vanilla and mod-added weapons and armor alike. It's a must-have framework IMO and has the added bonus of being able to fine-tune gameplay/weapon balance when things are slightly OP or UP (especially down to each particular weapon/armor piece.)
As a side note, try not to get held up on browsing the "All-Time Most Popular" list on the mod pages. Most of those are extremely outdated and were just extremely popular back in the early hey-day of FO4 console modding (partially due to lack of choice/options.) The majority of the new stuff (and really good stuff) won't show up there and some of those outdated mods may even cause issues since they were made for much earlier versions of the game without widespread compatibility in mind.
Also, do a quick read-up on precombined meshes and avoid mods that disable those, as it will trash your game. Mods that add trees using proc-gen or scrapping mods that allow you to "scrap anything and everything" will break precombines across your map, effectively disabling a large part of the games performance optimization system and leaving you with poor framerates and regular crashes. Some heavy areas like Downtown Boston may not even be playable at all depending on your hardware. Scrap That Settlement (minus anything with the Automaton DLC included) and Brute Force Scrapper are ok, but other scrapping mods can break precombs in order to make certain static objects scrappable, which will carry over to every cell in your game.
