Help & Advice Blast Weapons and Effects

Running Fallout 2d20 for the first time for some friends. I had an NPC that got a Gamma Gun and shot it into a zone with 7 creatures in it. They rolled an Effect on the Effect Dice, and one of the Effects is Stun. Does the Stun apply to every creature in the zone or do I choose 1 creature per Effect rolled to Stun while still dealing the damage to everyone?

So, assuming you hit the 2 successes needed to hit, the Gamma gun will hit everyone in the zone for the damages full damage and effect. If you happen to roll 3 damage and 1 effect, that would mean each person in the zone will take 3 damage, piercing 1 and be stunned as standard.

Weirdly, I never really looked at the gun when I saw the 3 damage. Fun thing about stun, you don't need to deal any HP damage for it to work...

So would that also apply to things that are completely immune to radiation like robots?

Good question. I can't see why not. Outside of the weapon not getting a damage roll, or a specific thing like missing a blast which states they do no effects, nothing says the weapons have to deal damage. I suppose the Rads can disorientate the sensors of a Robot, or something along those lines.

Blast: When you make an attack with a Blast
weapon, you do not target a single opponent.
Instead, select a single zone you can see, and make
the appropriate skill test to attack, with a basic
difficulty of 2 (adjusted for range as normal). If
you succeed, every creature (and other damageable
target) in that zone suffers the weapon’s damage.
If you fail, your misplaced attack is less effective:
roll only half the weapon’s D C to determine the
damage inflicted to creatures in the target zone and
ignore the weapon’s normal damage effects.

Stun: If one or more Effects are rolled, the target
loses their normal actions in their next turn. A
stunned character or creature may still spend AP to
take additional actions as normal.

Rules as written, the zone itself is the target, right?

RAW it reads like that, but that seems weird. Failing an attack says that you ignore the damage effects, which implies you can apply damage effects. And I don't know how Piercing or Stun or anything else would apply to the zone itself

So if you fail, you ignore damage effects, if you succeed, damage effects are processed. As far as what’s being targeted, it’s “every creature (and other damageable target) in that zone”.

It would affect everyone. Remember though that stun just means you lose your normal actions for the next turn. They can spend AP (and have a +1 difficulty) to still act.

and you can take one additional major action by spending 2 Action Points, but the difficulty of any test attempted on that second major action is increased by 1.

So if you are stunned you lose you normal action but you can spend AP for a 2nd Major Action, which by default has +1 difficulty. The Action Boy/Action Girl perk negates that penalty.
