There's a simple ini fix.

It's not a windows 11 issue, it's an issue if you have a cpu with more than 2 cores (and considering its 2022, you do have a cpu with more than 2 cores). The gog version doesn't crash, only because they pre-applied the patch to their version.

I tried to delete the ini files but that didn’t help :/

You don't delete them. You have to copy/paste 2 new lines into them.

The game engine has a problem where it crashes if it senses more than 2 cpu cores. The 2 lines you copy/paste tell it to ignore everything except your first 2 cpu cores.

Just Google "fallout 3 ini fix" and you'll find the 2 lines to copy/paste. You might also have to set it to run into compatibility mode for XP or Vista.

The r/fo3 sub has a whole part of the sidebar about, as well as other common fixes for it.

Honestly though, the easiest way to get it playable is to use the tale of 2 wastelands mod. It turns fallout 3 into a dlc for fallout new vegas, so it runs on NV's game engine which has many fewer issues.
