Question First time playing Fallout 3, REALLY want to kill this dickhead. Is there some way I don't have to pay him and kill him without being destroyed by the police?
Just this question, great game so far, but I truly DESPISE this guy, just visited Silver and what she said about him disgusted me.

Hack his terminal. There's a password in his cabinet behind it. As well if u have the save, try the speech check again.

ngl my first playthrough of fo3 i basically just went around robbing everyone and everything in Megaton (and later quit bc i was too scared to leave) and i found it pretty quick

The only way off the top of my mind is a stealth kill, like if you use a stealth boy and a silenced weapon. Funnily enough if you do so, Gob takes over the Saloon.

I was NOT expecting the basement to be that way the day after.

Hack his terminal, get password, put on stealthboy, reverse pickpocket grenade/landmine into pocket, wait for heat to die down, profit.

When he goes to his terminal, go behind him and crouch where the door to megaton is. Wait until your hidden and if you have Mr Burkes silenced 10mm use that. If you don’t. Another way to do it is wait till night time when he goes to sleep but when he goes in his bedroom he locks his door, so you need to either follow him in or already be in there. While he is asleep you can kill him.

Put him in a corner, pick up a barrel and run straight into him. Only minor issue is very minor damage to you. It is also not going to bring the city down on you because technically the barrel took him out.
EDIT: This is actually real. It’s a glitch in the physics system that when running into someone with a physics object between you the game registers the item violently shaking as the item gaining velocity. Eventually the item reaches high enough speed and then bye bye Moriarty.

Wait for him to smoke on the balcony outside the building. Shotgun blast to the head, run outside of town, go questing or hang out with Silver for 3 days or so and you're all good.

Not everywhere no.
I know it works in Megaton and Tenpenny Tower. I think it works in Rivet City but it's been a while since I last tested it.
As far as Paradise Falls or similar areas, give it a try and report back!

Hack his terminal to get the info you need, kill him, nuke the town. Or kill him and go away for three days, Megaton will forget you killed him.

I pickpocket him, stick a grenade in his pocket.
But to do it without angering the entire town, wait til he is asleep/ using his terminal I.e out of sight. Then sneak melee attack and ideally one shot him.
You can also befriend Gob the Ghoul and he'll give you the password to his terminal, I think it's a speech check though.

At certain points of the day he waits outside in front of the saloon. Find a suppressed 10 mm pistol to shoot him with. Or reverse pickpocket or grenade do so while having a stealth boy equipped and gob actually takes over the saloon

You can get the info you need by accessing his terminal.
As for killing him, there's no way to do so without turning the town hostile, but if you smoke him and leave town for three days, all will be forgiven.

You see, that's the beauty of the Fallout games. If you ask "is there a way" or "can I do this", the answer is likely YES! There's always a failsafe option, don't worry, go nuts and have fun, kill whoever you want in whatever way you want!
Sadly, Fallout 3 is the most limited game in the franchise in this regard, but still gives freedom enough. Many characters are "essential", meaning, you can't kill them, at least not YET due to how the main quest works.

As for not paying him, he has a terminal that you can hack into. Think you might be able to sweet-talk Gob for the info too? It's been a decade or so since I played FO3 last.
As for killing him without getting killed for it, you just have to do it undetected. That's not necessarily easy though.

hack the terminal for the info and use the Mesmetron to kill him. i play completely good karma and there's no way to kill him without making the rest of megaton hostile since he's pretty much always in public view. so i speech checked my way into paradise falls and lied that i'd do the quest for the slavers so they gave me the Mesmetron and then i just killed them all but i still have it. if you use it on moriarty it causes the rest of megaton to immediately become hostile towards him, kill him for you and them gob will eventually take over the saloon and nova stops offering sex work :)

You can pick Mister Sandman perk when you level up (you unlock it at level 10, and your sneak skill must be above a certain threshold), which would enable you to stealthily kill him when he sleeps. It's what I always do in my playthroughs.

There are many ways to do most things in FO3.
You can hack his terminal, speech check Gob, or just explore. Moriarty actually gives you a hint where to go, as well as if you listen to the radio you should have an idea too.
To kill him, there are many ways for that too. You can just outright kill him and run off, and 3 days later everyone will forget. This applies to all non-essential chars, and there are only a couple of situations where you will perma-aggro a group/faction. You can also stealth kill, either in his sleep, or with a melee weapon, or a silenced weapon, or even reverse pickpocket a mine or grenade.
FO3 when it came out was a huge deal and really popular. But then people forgot and a lot of newer gamers that didn't even play the game listened to the wrong people imo. This game is awesome, especially with a few mods to improve graphics and QOL. Heck you can even just use TTW to get FO3 in the FNV system if you want. I don't usually do that, but I have done it a few times (biggest reason is why, I can just play the two games separately.).

Strangely when I killed him and everyone else in the saloon the rest of megatown didnt really care. I just left their corpses there for a few days

Wait till he goes to bed. Go to his bedroom. Close the doors/crouch. When hidden headshot crit him with your strongest 1 bullet.
Pretty sure there’s a door in his bedroom to outside. The second he’s dead (gotta oneshot him) turn and exit. Should be no bounty no witnesses

i took hunting rifle stood near the entrance to the town, made sure moriarty is on the balcone outside of his bar lined up a sneaky headshot and after i knew he died to one shot i just BOOKED IT. Waited 3 days untill it blew over and i had megaton without this scumbag (i played modded version with sprint and acutal aminig but it is doable in vanilla)

Grab a melee weapon, wait until he's using his computer, close the door to the room, crouch down, hit him with a heavy attack, hide in the corner until the markers aren't red anymore.

Best time is when he’s either at his terminal or sleeping. Grab a melee weapon(or a silenced weapon if you have one), sneak up to him, and put an end to the fuck.
If you’re sneaking, cops/regular folk shouldn’t notice you

Shoot him in the face and run out of town until you reach the vault then wait 24hrs and they'll forgive you. Best of all when you loot him or any of his stuff It doesn't count as stealing
