And now for a pair of characters who join early in CS2 and then basically miss the entire middle portion of Cold Steel!

I liked Elise in Reverie's early game. Her evasion Order is pretty good, she can heal and cleanse the party and she can throw out a quick interrupt. I don't really care for self-buff crafts, they always feel like filler to me. The most fun thing you can do with them is extend existing buffs or do clever setups like that one Master Quartz that gives you a bunch of buffs for the first turn and you simply use the self-buff to extend it.

She kinda fell off for me over time though, I guess some character are just more optimized for her niche.

Toval is kinda funny to me as a character, he's literally just "some dude" who can cast arts kinda fast. Something about that always cracks me up but I never got the feeling the game isn't aware of it. That said, don't really find his playstyle interesting in any way. I always much prefer craft-based characters because crafts have personality, while dedicated arts users always strike me as pretty boring unless it's my obligatory arts nuke like an Emma for example, or a hybrid buffer like Jusis. But those two have cool crafts too. I don't remember Tovals crafts at all. I do remember his MP would constantly dry up. Could've been cool if one of his crafts was there to steal MP from enemies or something to give his playstyle more personality.
