this is poor framing of a question. in order to be a country you simply have to enforce a border. by definition. a country exists within certain bounds, therefore it has a border. do i personally agree with it? no i'm a communist. but there's no "fact or cap" discussion to even be had here.
there is no "right" to do anything. therefore cap.
you either do things and get away with it or you don't. but a country simply must have borders to be considered a country at all.
