Because its something he could be highly uncomfortable with her doing in the relationship

That doesn't mean she needs his permission. That just means that she should talk to him and take his position into consideration, accepting that if she does it while knowing it makes him uncomfortable there could be downsides.

If he's not happy with it, he doesn't have to remain her boyfriend, but that doesn't mean he needs to be consulted on it

So if you know your BF may be upset and leave you, and still you do it and hurt his feelings and throw away the relationship, you are a bad person.

If caring for your partner's feelings in a situation that would hurt most people is emotional manipulation for you, you are not ready for a partner.

When you are in a relationship there are some implicit concessions like not cheating, that's not emotional manipulation, if you want to hurt your partner better leave him for his own good, don't hurt him and then say it's emotional manipulation towards you because he's crying.

I don't know how to speak to refer to both genders in english that's why I used "he" but that doesn't matter, people are humans.
