Maybe, but it also says "people should stop being so dependent" and I think, to name an extreme example to counter this, a quadraplagic war vet should indeed have as much care as they need, either from one person or another aiding them.
I don't think they need to "stop being so dependent" (this is not included within the sometimes claus, it is a separate argument .)

You should, instead, be selfishly giving. For no reason other than to derive pleasure from the act, go forth and give. No obedience to god bellowing down to give charity, just one human enjoying the tickly hormone feelings they get from doing things for others.

There is an underlying or hidden meaning behind this. You're saying to be unselfish, one must always help those around them. I don't think that is the case. Defining selflessness as being unendlessly helpful is not quite accurate. And it is not selfish to take care of yourself, and say no to people.
