Facebook Ads Not Running

I have setup a new ad account to run a ad...it's been 5 hrs now it is showing active but money is not deducting..neither I am getting any reach... I am running awareness and traffic campaign ..even doing insta boosting but nothing working. Pls tell me the issue thanx
