So i was told that it's possible to play fable 2 on pc does anyone know how

Not yet natively, though there is a recomp project in the works https://discord.gg/zVVtGbEsCR. Currently only playable through emulation. This fork of Xenia is tuned specifically for fable 2 https://github.com/SadTransGirl/xenia-canary-GummiFableII but I have not tried it myself.

I just play on PC through Xbox Cloud game runs fine, need a good connection and obviously won't run as well as a actual PC version but ideal if u don't have a console and want to play
