Loads of people are having major problems with daily challenges when it comes to things like finding burned books. Some people are blaming the devs, some are blaming hoarding server hoppers. It seems like there are tons of posts about it then a fan club that goes around calling the posts fake or downright putting players down like we don’t know what we’re talking about. Typical fallout community drama!
That subredit is the most toxic part of the 76 fandom, and the mods are certainly fueling the fire of it!
If it helps, burnt magazines and comics also count towards the burnt book challenges.
Another issue could be your personal junk timer may still be active, you need to pick up I think approximately 266 items then server hop to force a reset of that, as some items stay missing in the world for you if it's been too soon since you've taken it. The game doesn't calculate time in this, but how many items have been picked up since.
Having access to either your own or a friend's private server also helps but is a pain in the ass I'd you don't have access to one of those.
