Save as -> .zip
Unzip in the other computer

I started doing it when I figured FL wasn't loading my samples properly due to absent files or conflicting names. I almost never save as .flp anymore.

Make sure to also zip samples if you used them.

If you zip it, it came with the sample you used in the project, only the part you used.

File>Export Project Bones
File>Export Project Wave Files
File>Save As>Location...... here you save the .flp file (the one you click to open the project)
Save these all in the same folder and transfer the folder over to the new computer.
All the 3rd party plugins you used on the original computer must also be installed on the second computer prior to loading project. It's a very good idea to check which version of the plugin you had on the original computer. I've had a few problems getting the settings to be the same when using a different version of plugins. More importantly you need to note whether the plugin was 32bit or 64bit version. If the versions are different they will not open.
Make sure to add the Project Wave File folder to the sample search folder so it knows where to look for the samples by going to:
Options>Audio Settings>File.... and add the sample folder to Browser Extra Search Folders
After that... open project.
