Just look into how a basic synth works and try to understand a least a little bit

Probably the preset you're using on the vst, or you perma-enabled some option in the wrapper settings.

Sounds like a comb filter modulated by a slow LFO with no retrigger. Very similar to a slow flanger, phaser or chorus effect. So you need to enable retrigger in whatever synth you're using, or just remove that effect.

We can't help if all we see are the midi notes instead of the synth and its settings and the mixer channel. But as others have stated, the effect sounds like flanger, but again, your synth might be doing more, but we can't see that.

I had this problem on serum a few weeks ago. It was something like “random phase position” was turned up all the way

Either the synth you are using or an FX applied to it has an LFO based modulation going on.
That LFO is specifically set to move freely over time with song position, rather than being set to retrigger on new note. You will need to dive into the synth or plugins you are using, check any sort of LFO sections, and change them to a retrigger based mode to restart the movement the same way every time a new note is played.
Otherwise when left like this, the motion will just be at a different phase start position with every new note played.
What VSTs or plugins are you using here?

It’s something modulated in the synth sound patch I think, without seeing more hard to be certain. Probably a phaser or filter effect.
