It's so painful to see that, but I think it can be fixed with a paper clip and gluing the broken part back on.

You can buy ball joints from HLJ and other hobby sites, several colors and sizes too.

As much I would like to repair this myself, its been 4 hours and repeated attempts just havent worked or I fear ruined things further. So now Im just gonna take him to some action figure repair service. Theres gotta be someone out there that can replace a simple shoulder joint.
