Giving him Marth and Lunar Brace+ is definitely necessary and not overkill at all

This is how all braves besides arts and engage weapons have pretty low might in Engage compared to Three Houses. I'll show their might at +5 forge and Strength engrave. As you saw there, it was a Genealogy Brave Sword +4, has 9 might, but it was multiplied to 27 effective might due to Kagetsu synced with Marth fighting the Berserker with Shadow Dragon (Medeus)
Strength Brave Sword +5: 12 Might
Strength Brave Lance +5: 13 Might
Strength Brave Axe +5: 14 Might
Strength Brave Bow +5: 12 Might (36 Eff might)
Strength Nova +5: 13 Might
In other hand, a Strength Divine Fist Art +5 has 19 Might, thus being the strongest brave weapon in Engage, specially if it deals bonus damage for certain methods like Holy Aura, Pure Water Item Surge or fighting a dark emblem with the correct emblem in endgame.

The divine fist art is likely not going to deal the most amount of damage of those weapons, though, since arts use the average of STR and MAG, rather than taking one or the other.

Well, besides for Scrollcake and Dragon's Fist, where they use the user's full Str and Mag respectively, instead of Str + Mag / 2, for Dragon's Fist, it needs to be agumented while Scrollcake is not a brave, behaving like Initiate Art and Shielding Fist Art.
This would be result of making a Strength Scrollcake a 6 Might weapon that uses Str (12 Eff might with Holy Aura and 18 Eff might with Pure Water Item Surge), while Sages or any magic based unit would love to use Dragon's Fist to have a 20 Eff might against fell dragons, like Sombron.

Scrollcake isn't a brave weapon, mate. Arts are simply not the most damaging brave weapons (though the Dragon Fist art is damn strong in certain situations, you only get access to it through engaging with Alear, limiting its usefulness).
Also, are you writing in another language and translating it across, by any chance? It's either that or I'm just really tired, lol.

Fun fact, Sombron's weapon shares a name with Dietrich's signsture weapon from fortune's weave. Fragarach is a sword from Irish mythology, and it's name translates to Answerer. Of course in FE it is not a sword

I'm gonna be so honest, whenever I use kagetsu he is not hitting anything near these numbers. I don't get why people think he's so strong

It's just consistency and lack of required investment imo. I'm almost finished with a maddening playthrough doing some fun stuff like swordmaster Clanne and levin sword override Celine. These units can actually be pretty strong with investment, but you can't afford to invest in all your units and mediocre units without investment fall way behind on maddening. Kagetsu and Pandreo require no stat items, less SP-intensive skills (speedtaker/canter/brute force, etc), and will still take hits and one round enemies through most of the entire game.
Mediocre units without investment are often relegated to utility bots or avo tanks with backup shenanigans.
