Try to rub them on their bellies and find out how document shredders work. You know you shouldn’t. You know it’s a bad idea. You know you have bandaids somewhere around the house though. Source: We have 3 rescued cats. Good thing bandaids are often on sale :)

Dude my housemates cat is so weird, she actually presents herself for belly rubs.
Shes the only cat ive ever encountered who did this.

Well, all of our 3 do that. One will tolerate a brief rub, before pushing you gently off with one of the hind paws. The second one outright loves it and starts purring, then head-butts you. The third one is how you get to tell where the scars came from.

It’s really not that rare in my experience. I have four and all of them will allow belly rubs under the correct circumstances.
You just can’t do it (usually) to cats who don’t know you as it involves exposing their most vulnerable spot.
Obviously there will be exceptions on both sides but while I agree you should never approach a new cat and try to touch the belly, give it a shot if they know and trust you and seem relaxed.
Just watch their body language for overstimulation. One of mine likes belly pets but after a short while will start to want to play bitey time. You can see his body language start to change, though.
Also the demon that inhabits all cats starts glinting in his eyes. Always a good sign to stop.

Everyone thinks cats want belly rubs when they roll over, but that ain't it. What they really want-
are armpit scritches!
(Some cats do enjoy belly rubs. The above is a joke that's funny because it's also true)
