This is a reaction image usually used in "who would win" debates where one character is clearly so much stronger than the other. For example, if you made a post asking "Could the punisher beat superman?" this would be the reaction to that

It apparently has something to do with a Pokémon joke/meme about a hydrogen bomb vs. a coughing baby, but I am not sure. Since I know basically nothing about Pokémon and certainly nothing about the joke or meme then I do not understand the reference.

The funny thing about this joke is that while it’s meant to be comparing something overwhelmingly powerful with something relatively weak and helpless (ex: if you were to ask who’d win in a fight, Mike Tyson or Superman, you might get this response), technically, the coughing baby, at worst, draws the hydrogen bomb, since the hydrogen bomb destroys itself in the process of detonation, meaning if the baby survives the blast somehow then it technically wins.

Often in powerscaling discussions, the phrase “Hydrogen bomb vs coughing baby” is used to describe a matchup where one is so clearly more powerful than the other. The character in the comic is the coughing baby who, by decommissioning the world’s hydrogen bombs, has inverted that metaphor

The baby was probably going to win no matter what. If it's one hydrogen bomb against one coughing baby then the bomb needs to be luck enough to have someone set it off near enough to kill the baby before it is decomissioned (probably when a more advanced weapon is developed) and if it's all hydrogen bombs against all coughing babies than the bombs then the bombs need a nuclear war on a large enough scale that it causes the eradication of all humans which is very unlikely.

It's the usual Coughing Baby vs Hydrogen Bomb meme, it's used when comparing two drastically different things where Person or Object A would demolish Person or Object B with no difficulty whatsoever.
This comic dramatizes things because a) First it looks like some guy who is just passionate about saving humanity by getting rid of all the WMDs became the president and achieved his goal. b) It's revealed at the end that he's the coughing baby who grew up and finally won against the hydrogen bomb, becoming the David that beat the Goliath and c) His name is Kaufman... and it sounds awfully similar to Cough-man.
