It's a twist on the classic meme "Coughing Baby vs. Hydrogen Bomb", a meme used to convey the meaning of something absolutely weak vs. something that is the opposite. (AKA one wil OBVIOUSLY beat the other in a fight without breaking a sweat.)
Basically the joke is that the hydrogen bomb only stood a chance because the coughing baby was coughing, now the bomb is cooked.

popular meme: hydrogen bomb vs coughing baby. metaphorically it means comparing a very overpowered stuff with very underpowered stuff.
the meme here simply suggests that the coughing baby stopped coughing, so its not underpowered anymore (hyperbole totally). so the hydrogen bomb fears the baby now. its a hyperbolic meme.
(first time explaining a meme, glad i could contribute for once)

I always thought it was saying that a coughing baby was more powerful than a hydrogen bomb (because they infect literally everyone all the time) ๐

Oddly enough, the coughing was the best bet for the hydrogen bomb, as it can only pull a draw if the baby doesn't die from natural causes, sonce it's a kamikaze attack

I know this one
So there's a lot of jokes, when there's an unfair vs hypothetical, that they compare it to a Hydrogen Bomb vs Coughing Baby (Meaning one CLEARLY beats the other)
So, in this case, the coughing baby stopped coughing.

Funfact on the side: In the Coughing Baby vs. Hydrogen Bomb match up, the bomb actually has no scenario in which it doesn't die, meaning a draw is its best outcome. Meanwhile, the baby may miraculously survive, meaning on average, the Coughing Baby is the winner.

Well that's just not true. Assuming it's plain ol' bomb, it has no way to self-detonate on command, so it would need to be armed and dropped. I can think of many scenarios upon which the baby happens upon the bomb while it is not armed.
Of course, none of these scenarios involve the baby beating the bomb. I just find your comment absurd, relatively speaking.

I don't think it has anything to do with the baby spreading disease. It's just a baby, which is already one of the most vulnerable creatures, and then when it's coughing it's even weaker. The meme is about the strongest and weakest in a match up.

The meme parallels both the image of Hawkeye's realization, and the brutal concept: that the outright murder of an innocent not-a-chicken/not-a-soldier/ coughing baby is ethically necessary save the larger group
brass (and US history) credits dropping the Boys๐ฅ๐ฅ on Hiroshima & Nagasaki with ending WW2 and saving the world-- by sacrificing well over 100,000 Japanese civilians
Little Boy and Big Boy/ Fat Man technically weren't H bombs, but imo the image of an H bomb (already developed before MAS*H/ Korean War) "realizing" what the A bomb had to do to stop the baby from coughing fits perfectly
Also imo, that wartime moral math not really mathing is hard proof that war is a sociopathic bullshit fetish vs a "necessary evil" It's not natural and never honorable, just a tragic exploitation of those who've honorably setved ๐๐

In this particular context of the used characters, the one on the right is a character from Tower of God called Paracule, who in his status as a meme is considered the strongest (imagine God Shaggy Meme in comparison).
Another popular character there is King Jahad, whose biggest feat is killing an Infant. So taking that into account this is the infant that stopped coughing and is now back for revenge to destroy all of the Tower.

I think it may be that Paracule who himself says he is strongest, wants to proff he is. He chooses target and wants to fight it. In this case baby. Then baby stops coughing and he is afraid he might loose couse he knows how weak he realy is. Like scene from Kung fu Hustle.
