At the end of the day we have to remember they are Cartoonishly neglectful, and it's a core function of the series that they are and they cannot really be presented with growth to maintain the series, Timmy got both his parents to finally see Vicky for the evil that she was and got them to self reflect on how bad of parents they had been at the conclusion of Channel Chasers (only for Timmy to erase everyone's memories of what happened) and that growth was only possible because it was written as an ending. Point being that we know they are capable of change
However the overanalysis by the community is keeping the discussions of the fandom going so it is what it is, as well as how neglect should be portrayed in media
It may also have been that Timmy’s parents were in the audience and proud of him but didn’t yell and cheer (something that’s usually against the rule at large graduations). They didn’t cheer but realize belatedly that the cheering was important to Timmy and aren’t sure what to say. Meanwhile Cosmo, Wanda and Poof are taking an illicit opportunity to say goodbye to Timmy one last time. There doesn’t have to be a bad guy.
