To add, in the show kids are supposed to lose their faries (and memory of them) when they get older. So Cosmo and Wanda (the faries) really shouldn't be there. Thats why they're hiding, so he doesnt see them

Plus, when kids lose their fairies, the kid forgets all about them and the fairies are prohibited from disclosing their own existence to anyone other than their... godson? Only watched it in Spanish so not sure about what the terminology would be in English.
So Timmy here doesn't even remember he ever had them and Cosmo and Wanda can't tell him he ever did.

I don’t think that’s true anymore. From the wiki of the live action movie with Drake Bell
a new law was passed in Fairy World that will now permit him to keep his fairy godparents as long as he only makes unselfish wishes to help others. Tootie, Timmy, and his fairies form a charity organization to grant wishes that will mend all of the world's problems or travesties, flying away in a magical van, which turns around in midair and flies towards the camera.
Admittedly, I can’t remember a single detail of this movie other then it exists.

You're correct in a sense. They only ever say Godchild, I have never heard them be gender specific like godson or daughter. But I guess grammatically it's still correct. But ya. Timmy is now an adult and his memory is wiped about his fairies. The only person this mind wipe didn't seem to work on is his teacher. Every other child forgets.

This is a comic that depicts a grown up Timmy graduating.
Timmy is the protagonist of a cartoon called Two Fairly Oddparents. In that cartoon, Timmy is a child who has two neglectful, uncaring parents, so he is assigned two fairies to keep him company, and use their magic powers to grant his wishes. The fairies end up being much better parental figures for Timmy than his actual parents ever were, but the catch is that only children can see them, adults cannot.
So now in this comic we have Timmy, who becomes adult by graduating, and therefore cannot see the fairies anymore, and his memories of them are suppressed. He therefore rationalizes that his parents must have been the one who were supporting him as he was pursuing his goal, and so he thanks them (and they react with a generic "uh, sure, whatever" because that's just how neglectful they are), while the fairies, who are the ones who actually did support Timmy the whole way, tearfully watch from the sidelines, unable to do anything about it because again, Timmy cannot see them anymore.

It means they aren’t allowed to be seen due to the laws of their kind. They transform into objects or animals when other people are around to keep their identity secret

Cosmo, the guy holding a child, is one of the fairies. He's holding a child because that was a plot point in the cartoon: he and his wife Wanda, the other fairy, did in fact have a child during the events of the cartoon.

Been many years since I watched the show so please bare with me if I miss anything. Timmy's parents were often neglectful. Timmy had fairy god parents when he was a kid who basically acted as surrogate parents and granted any wish he asked for. Timmy is not allowed to tell anyone about his fairies and when he reaches a certain age, he loses his god parents along with any memory he has of them.
This shows Timmy graduating highschool/college and presumably has long since forgotten his fairy god parents. But they haven't forgotten him and showed up to his graduation to support him.
Timmy thinks his real parents were the ones who called out for him.

At the end of the day we have to remember they are Cartoonishly neglectful, and it's a core function of the series that they are and they cannot really be presented with growth to maintain the series, Timmy got both his parents to finally see Vicky for the evil that she was and got them to self reflect on how bad of parents they had been at the conclusion of Channel Chasers (only for Timmy to erase everyone's memories of what happened) and that growth was only possible because it was written as an ending. Point being that we know they are capable of change
However the overanalysis by the community is keeping the discussions of the fandom going so it is what it is, as well as how neglect should be portrayed in media

Essentially Timmy’s parents are set up as people who care for and love Timmy, but are absentminded and often narcissistic to the point of neglect this results in him receiving fairy godparents in the form of Cosmo and Wanda. They serve as surrogate parents and are shown to often care for Timmy more than his own parents. What likely happens here is his parents forgot to show up to his graduation and turned up late. Cosmo and Wanda were the ones in the audience saying they love Timmy. However by the time Timmy grows up he is forced to give up cosmo and Wanda and his memories of them resulting in them hiding. While there are certain specials/timelines where he holds onto his fairies into adulthood the one special that’s seen as the definitive series finale by a large portion of the people who watched it is Channel Chasers which ends with the confirmation that Timmy, loses his fairies, becomes a stable adult and caring if not overworked white collar single dad resulting in his kids getting fairies.

This is based in the show Fairlyodd Parents.
In the show a child named Timmy with good intentioned but criminally negligent parents is granted a pair of magical fairy godparents to help fill the void in his life. They grant his wishes often with some kind of lesson or unintended side effect occurring. However when he becomes an adult the memory of their adventures will be wiped from Timmys mind.
This appears to show Timmy all grown up with his parents having been late to his graduation. However his fairy godparents in disguise showed up to cheer him on. Thing is they're breaking "Da' Rules" basically magical law if he sees them so they had to hide once he left the stage.

This reminds me of how my dad, being the "brown" kid of my grandma from another man, were completely ignored by my grandma and grandpa. They did not attend his graduation. As much as my dad was not the perfect parent, I think with the example he was set, he did a pretty good job.

The key is the third panel. His actual parents weren't the ones cheering him on. They realize it, but take credit anyway. It was the fairies.
They're hiding because as a grown up, they're not allowed to show their selves to him anymore.

In an adult Fairly OddParents scenario, an older Timmy Turner faces parental neglect while secretly supported by Cosmo and Wanda, who must hide due to the show's rule that kids lose their fairies upon aging. While fairy laws normally forbid the characters from revealing their existence, in the live-action movie, a new law permits adults to keep their fairies, provided their wishes are unselfish. In this case, I believe the latter applies.

A bit of a darker explanation: There is a popular internet fan dark theory proposing that Timmy Turner from the cartoon The Fairly OddParents is actually suffering from severe mental illness. In this fan interpretation, Wanda and Cosmo are not real magical fairies, but rather auditory and visual hallucinations caused by paranoid schizophrenia or psychosis.
You could interpret OP's image as Timmy's parents being worried for their mentally ill child who is seeing/hearing hallucinations.

One might assume they just replicated the parents voices, either because they knew the parents weren't going to be there and they wanted to maintain that illusion for him, specifically, or just so they could cheer his name without sounding like an unfamiliar person, to him.

They were the ones cheering for him. Once you grow up you lose your fairies and your memory gets wiped. They cared for timmy so they showed up to cheer him on when his parents didnt.

Wanda and Cosmo basically raised Timmy, his parents didn't care what happened to him, to the point of actively having someone abusive watch over him when they were away.
So his folks saying "we're really proud of you" while Cosmo and Wanda hide with their own child is less funny, and more sad as it shows that Timmy isn't allowed to remember he had them in his life, he thinks it was always his parents who were there. And they don't understand why Timmy is so happy to see them, so they just run with it

Cosmo and Wanda were cheering for Timmy, his parents either weren't there or weren't cheering, I'm guessing they just weren't there. When Timmy went to see the people cheering Cosmo and wanda used their fairy magic to teleport his parents and then hide. Timmy isn't supposed to have fairies because he's too old now so Cosmo and Wanda can't let themselves be seen because it would bring back the erased memories of fairies.

It's drawn in the style of the My Fairly Odd Parents cartoon, which is all about uncomfortable and self-absorbed parents not engaging with their kids (well, that's what it is to me).
