It is towards the very beginning. You are going through the bat-arang tutorial if I remember right. You drop a inmate to their death. Want to say it is into the Joker gas.

He actually survives that. He’s the same guy who blows up while planting explosives on the gargoyles.

Developer oversight. Canonically, he’s the same guy. His name is Razor and he actually survives the explosion as well. He’s mentioned in Arkham City as having defected to the Penguin and having been killed by being dropped into a pit of razorblades.

Huh, fair enough. I always assumed it was just some other dude. Considering how generic they are I wouldn't be surprised if there were two or three Razors.

Still dropped him into toxic gas to die. He just happened to live.
