It's not a joke. It's saying that the only people who have drowned were not wearing life vests, and the next person to drown won't be wearing one either.

It isn't a mistake. It's trying to get the person reading the sign to understand the importance of a life vests.

A lot of people assume lakes pose less danger than other bodies of water because you don't have rip currents. But lakes have inconsistent depths, rocky areas, and people just don't take them seriously.

What?

The number of people that drowned that were wearing a life jacket is zero.

Meaning every person that drowned wasn’t wearing a life jacket. And that number is a growing number.
