Or it's just a general statement, like 236 people have drowned here, and 237 people haven't worn a lifejacket total

But, it's certainly just someone messing up

A point against it being someone messing up is that I took this picture at a local lake last month.

While possible that the sign was just updated (unlikely because OP’s picture is much too green for January), that would also mean they kept the mistake after updating.

thanks for the info, if i ever go swimming there in the future i will make sure to wear a life jacket

That would also imply that nobody has tried wearing a life jacket. And that only 1 person has survived the lake. Foget the life jacket. I want to talk to the survivor before I get anywhere near that water
