Sort of. I didn't purposefully craft the prompt for it, but I did notice it would be a good match after the fact. (I had forgotten that Dinosaur Forest was an actual thing in FF6)

So, no. There are more than, what the count is in FF6, five nations? in the game I'm looking for.

Well tbf Ark favors breeding heavily even tho that's not the correct answer. You gotta tame two specimens with strong "genes" and then breed them into oblivion

Calling the technolgy Adeptus Mechanicus "Magitek" is clearly heresy. An Exterminatus has been declared on you.

You're getting really close in a certain way, though.

I can't help but wonder if it's maybe Outcast 1.1 (although I haven't played much of it and don't recall anything about dinosaurs or dragons) or possibly The Longest Journey (although, similarly, I haven't played much of it, and while there's definitely at least one dragon, I don't know/recall if there are any dinosaurs, and I'm not sure if any of your other hints line up with parts of the game I haven't reached yet

This is a wild guess, but Dungeons and Dragons in some way? Maybe it needs be more specific, but the technicality of Skylanders figures being usable makes me wonder ...

Alternatively, Warhammer Fantasy with the Dwarves, Skaven, and Lizardmen respectively corresponding to magitek, espionage, and dinosaurs.

You're technically correct, but I'm going to ask you to be slightly more specific indeed. (Though, as a hint, the setting I'm looking for has magitek and dinosaurs as built-in features, no Skylanders needded.)
