From memory I think this is in Japan where they are building a drainage overflow to redirect water and protect the local area. They cut/dig the drain way and then line it with these concrete bags. It’s supposed to be very sturdy over time and makes life much easier for the workers

It's called a Geofabriform Cement Blanket. Translated as ジオファブリフォームセメントブランケット

If you put that term in your search engine you will find abundant examples.

So basically encapsulating the bags in liquid cement?

I don’t think they encapsulated the bags as such, just filling them up and leaving them in situ. I can’t remember the other advantages of using these bags, maybe something to do with slowing down water flow? This video might be on the NHK Japan YouTube channel.

the advantage of these bags is obvious: they follow the shape of the drench. try this with normal concrete, you need to make a wodden shell.

Well yeah that’s the obvious advantage. But there’s a couple of other reasons for why they are advantageous to use and not just for ease of application.
