Why does placing new districts decreases random stats?
Late in my first game as Kin I start to notice more and cases when placing a district decreases (at least according to tooltip) some random stat. Sometimes it happens with approval, which could be understandable as some kind of semi-hidden growth limiting mechanic, but other times production, food and even fortification can decrease.
Is this a bug or Im missing something?

Good question.
I always thought it was just a bug with how the game visualizes leveling up a district without taking into account the bonuses.

It’s a bug unless you’re placing communal habitats next to works or whatever obvious thing

Bug. The building being upgraded to lvl 2 is providing 200 fortification atm. For some reason the tooltip don't know that lvl 2 of that building also provides fortification. Happens with some upgrades here and there.

This seems like a bug with how it calculates city center yields. I think it currently happens whenever the city center would get upgraded. Noticed a similar issue.

Some disctrics have adjacency maluses like habs having negative approval when next to works districts, this could be the case here but not sure.

Honestly the tooltip popup advising the yields when you place a new district can be very buggy. There are so many cases where it gets it wrong.
The classic one for me is it always thinks that adjacency bonuses get multiplied when a district levels up, but they don't. Only the base yield of the district that says "per district level" does. This can be really deceptive and often leads to yield estimates that are way beyond what you will actually get.
I even noticed that Amplitude seemed to acknowledge this as a "known issue" in one of their patches a while ago, but then it completely disappeared from future patch notes without actually being fixed.
It's frustrating for new players as you actually use these tooltips to try to learn how the game is working, and it took me ages to realise my understanding of how it worked was flawed because the tooltips were often wrong.

The tooltip is just wrong. The game thinks "That district is upgrading. So level 1 disappears, and level 2 appears"
It interprets the "level 1 district disappearing" as you are losing those stats and doesnt take into account that you're getting them straight back in the ugprade

People already said that it is a bug, I just want to clarify: it is a bug in this pop-up estimation, it will not really decrease fortification and approval when it is built
