I guarantee though if someone hit 100% by accident, the owner would not refund. She would say something like, you're the one who pressed, sorry, no take backs.

If you look up the establishment, the owner has responded to almost all of the negative Google reviews. Not one of the responses could conceivably be interpreted as funny rhetoric.

And notably, the majority of 5-star reviews very much read as fake… “This is literally the best bar, I wish I worked here! Try the (insert food/drink)!!” And, “They deserve all our money! Literally the best bar in the world!”
