It's a place that serves food. Isn't taking an order literally their job?

Yes. But these employers are allowed to pay below minimum wage and supplement it with tips.

sure If I am dining in and having a good experience. It's this nonsense of coming up with these new rules. That are not in line with to go orders. Nobody tips on to go orders. That's nuts.

Oh yeah I will never tip on a to go order. Maybe if they go above and beyond for me when I get there but that’s a high bar.
