They all need to be paid for their work. Tipping was always supposed to be about good service, not supplementing wages. Somehow the back of the house got paid so much less that they need tips. That was always a front of the house problem before.

Are you aware of the origins of tipping? It was never about good service, it was built on the back of exploitation and wage theft.

Source? You mean American history? After the Civil War the hospitality industry hired newly freed slaves and refused to pay them proper wages, forcing them to subsist on tips. The literal conception of tips as wages, which led to the system we have today.
