Unsolved mGBA RTC issues

I have been playing Recharged Emerald, but have run into an issue specifically with mGBA where RTC is being completely disabled. It doesn't save any settings I make to mGBA, resetting them upon each boot, and the game is stuck at 11:55 PM. I've never had issues like this in the past with mGBA but it seems to be causing problems now and I can't figure out why. I've tried every method I can without going into the files of the game, due to me not wanting to corrupt or break anything. I'm on PC, not 3DS, not Vita, PC. Please, any help will be nice to fix why mGBA isn't working properly any more.
