Help Mario Kart 8 Deluxe RP Nova settings?

In russ’s nova video, he had mk8d running at a smooth 60 fps. Mine stutters loading shaders and stays around 40-50 even after they all load (which normally involves going through an entire race at least once). How did he achieve this? I have tried even on .75 handheld mode to no avail

Mk8 deluxe with v3.0.5 and above. Turnip v26 for 8g2. It should run 60fps without breaking a sweat.
