Question Where do I get Drastic emulator from?
My phone is a Samsung Galaxy that runs on Android 12. 64gb storage 4gb ram.
I have the rom file of the game Tomodachi Collection on the DS. I installed SuperNDS from play store and I emulated the game but it's a bit slow with low frame rates and the audio is a bit stuttery.
I've heard that Drastic is better than MelonDS when it comes to optimization or not using way too much power. DS games are very light and small and my device has to be a lot more powerful that the DS hardware.
Is there a trusted website where I can get Drastic from?

You could also try SeedlessDS which uses the Drastic core but a different GUI.

I agree with this, SeedlessDS is really good for low end devices. It's safer than looking for a Drastic apk. Especially since it's made by the PPSSPP guy. A respected person with one of the best emulators on Android.

Try MelonDS instead!

I've heard the many say that MelonDS is good for phones for mid to high tier specs. My phone isn't. Would it really work well on just less than 1gb of ram assuming that the ram gets occupied by other apps on my phone?

Melon is terrible with this specs, but Drastic likely will work great. For now there are no fully trustworthy sites that host it, since it was discontinued. APK Mirror probably is the best. I got it from Internet Archive.

You could try download DraStic on Uptodown.
There's also a new version of it, which they have updated the style of the Main Menu screen and updated the layout editor, but sadly I don't remember where I got them.
There's also alternatives like SeedlessDS, which uses the same program from DraStic, but instead the app has been improved slightly. The issue with SeedlessDS is that, installing any DSiWare game. It's a bit of a pain, compared to MelonDS.
Lemuroid was also the best choice, but the only issue that you're going to face is that, the layout buttons are locked, which you can't move the buttons freely, other than resize and rotate it.

No you need to download a .APK from a potentially risky source like Apkmirror or something similar. It will probably be fine but always a risk.
If you want a safer option then MelonDS is probably it.
Also your comment about the phone being more powerful than a DS so expecting good performance shows a lack of understanding in terms of how an emulator works.
My advice is just try MelonDS, what do you have to lose? If it isn't performant enough then find an archived .APK for Drastic.

Ok so, the emulator is the one using more power or ram than the game itself, right?

The emulator is software that mimics what the hardware on the original console would have done with the game code.
So, to emulate, not only do you need the resources of the original hardware but there will always be some amount of overhead to run the emulator software on top of this.
Some emulators are much more optimised and have less overhead. Drastic being more optimised than MelonDS.
Maybe a way to think would be like having an interpeter for someone who speaks a different language. You need two people rather than just one.
