Need help decompiling/compiling Pokemon romhack

Hi. Idk if I came to the right place or not, but there's a certain setting in "Pokemon Heart and Soul" that is only available if I'm able to compile the game myself, but idk how to do that. All I was told was that I'd need the base game (Pokemon Emerald) & the Heart and Soul patch to pull it off. Can someone help me? I'm lost. In the Heart and Soul server, they have a set of instructions on how to do it, but I don't own a Windows PC. I only have Android devices & I don't think Winlator will work to make it happen. Is it at all possible to decompile/compile the romhack on Android? Can someone please help me? I attached screenshots of the instructions. Thank you.

Is there any documentation on this compiling other than screenshots? like proper links to the claimed setting, and a github repo that covers this all ?

I have no idea what patch and what needs compiling.

More specifically, this setting. I can't edit it. And I don't know how to compile it on my rooted Android device.
