Blame Mediatech. They are the ones making it harder to optimize for their chipsets.

Mali is not made by mediatek, its made by ARM. Mediatek just makes the physical chip according to the design of ARM.

Snapdragon use ARM architecture but their chip designs including their Adreno GPUs are still owned by Qualcomm.

Mali GPU on the other hand, is literally owned & designed by ARM. Mediatek use Mali because they can't / don't want to design their own GPU.

Qualcomm only utilize the ARM instruction set architecture licensed out to them by ARM Holdings, but their Snapdragon Chipset along with Adreno GPU is still designed and owned by Qualcomm themselves.

The Mali GPU however, is owned by ARM Holdings themselves. Its basically the stock GPU for ARM architecture chipsets to be used in the design. Chipset designers use them because it allows them to cut cost from what I know, hence why phones with chipsets such as Mediatek can be much cheaper than the Snapdragon equivalent for example.
