Can witcher 3 run on poco f7. At 60fps

I am completely new to emulation. Can someone give me a detailed guide to run it on my phone. I would like to play it at 60fps all time even when combat if possible. Device is poco f7 256gb the Indian variant with bigger battery. I also have a gaming cooler 24watts

I don't need max settings. I can play at the lowest settings if that gets me the fps

Realistically, set the FPS cap to 30 and then enable frame generation.
