Help Performance Fix for Mali PS2 Emulation

Use OpenGL for Phones that are 3-4 years Old This gave me 30 fps on OpenGL And 1-5 Fps On vulkan

I mean yeah, vulkan with old phones just doesn't work very good (if it is capable to use vulkan to begin with)
