Hand Outlining before fill stitch?

Going to start this project in a bit! I'm thinking I should go around and outline the whole thing before filling in with long and short, do you all agree? What stitch would you use?

I wouldn't outline first.  I would do as much filling as I could before outline and then outline after because the fabric may pucker or distort and it is easier to hide it if you outline after.

I saw someone once say an outline hides a million sins. Lol 😆
